Is it Standalone? Do I need a DAW or any library loader to use it? 

IOF Drummer is 100% standalone. You can run it without having a DAW. 
And inside a DAW it runs as a Standalone VST Instrument, you won't need any other third party library loader to open it.

Can I load my own Oneshots in IOF Drummer?

Yes IOF Drummer has a built in One Shot loader that you can load your own Oneshots and map them however you want. 
You can load up to 20 one shot samples.
